Yes the light works, and yes it spins, but the light is extremely weak. I wanted a more powerful light/siren and this will not work for my purpose.

I was under the impression the light also had a siren sound but it doesn't. If you're looking to go very cheap and just want some kind of simple lighting, it may serve your purpose. But I was hoping for the siren sound effect. So I wouldn't recommend it for anyone per se.
