This bulb gives out a good amount of light for 3W, but it is likely not a replacement for any halogen bulb you may have been previously using. Chances are good it is far less bright; I'd estimate it similar to a 20W halogen bulb.
It is dimmable, but with a dimmer made for a halogen bulb with far more resistance, you may experience the same as I do: even in "Off" there is still current flowing through the bulb, and it's still on, with light shining at the level of your typical nightlight. I have this mounted in a ceiling fan, and can't run the fan without the "nightlight" also shining; the entire assembly has to be off for the light to go off.
Suitable purposes might be a task lamp, or bedside reading light.
